21-year-old Texas State student last to be identified after San Marcos fire

SAN MARCOS, Texas (KXAN) — The fifth and final victim of the Iconic Village Apartments fire has been officially identified as 21-year-old Belinda Moats.

Moats, of Big Wells, Texas, was positively identified through DNA analysis, the city of San Marcos said Friday. She was a mass communications major enrolled at Texas State University. 

The four victims previously identified — Dru Estes, Haley Frizzell, James Miranda and David Ortiz — were also initially listed as missing until they were positively identified.

The city says that with the exception of Miranda, all of the victims were former or current students at Texas State. 

Moats’ employer told KXAN she worked at Sonic Drive-In. A fundraiser for Moats is planned at the Sonic on Guadalupe Street in San Marcos at noon on Aug. 11.

Investigators are still working to determine what caused the deadly fire.
