VILNIUS, Lithuania (NBC/RTV) - A new social tool is allowing one Lithuanian city to gauge happiness.
The capital unveiled a "happiness barometer," which asks people to submit their levels of happiness on a scale of 1-to-10.
Their votes are then totaled to give a measure of levels of satisfaction citywide.
Neighbors can scan a barcode on the poster or enter the website on their smartphones to submit their votes.
The first week of measurements produced overall average happiness of 60 percent.
