Mentally disabled treatment under fire

DALLAS (AP) - A Department of Justice investigation into Texas mental institutions has concluded they violate the rights of patients by failing to protect them from harm and provide adequate health care. A letter to Gov. Rick Perry released Tuesday said the facilities, known as state schools, also fail to adequately provide residents with mental health services or treat patients at integrated community settings.

The findings mark the third time in three years the Justice Department has investigated the Texas facilities. Similar findings of mistreatment at the Lubbock State School came out in 2006. The latest letter details deficiencies at Texas' 12 other institutions. A spokeswoman said state officials are reviewing the findings and will continue to cooperate with the Justice Department.
