(CNN) - Gidget Hubbard wants to be an Ace of Hearts this Halloween.

It is not a scary costume, but she said the price is a little scary to her.

"It's extremely important," said Hubbard. "I have two children in college and I'm going to school myself."

But the people shopping at Party Boy in Houston, Texas said despite what is happening across the country, their sales and rentals are up.

"We've heard that quite a few of the party stores are having to close because of the economic situation, but that's not happening here in Houston, said Stephanie Hill, who works at Party Boy. "I think Houstonians like to party."

And a party is just what this group is shopping for. Deciding to save money by buying accessories and putting together their own costumes.

"It's hard with a budget," said Adam Mandell, a shopper.

Mandell wants a Bob Marley Halloween.

"I got my Rasta wig, my make-up and, of course, my cigar," said Mandell. "I think 'I could make that.'"

As for Hubbard, she said she is not going to rent the card outfit. She figures she can make one herself for a fraction of the cost. Many do seem to be watching their money, but they are still spending.

For Houston merchants, the economy has not completely scared away the Halloween shoppers.
