KERRVILLE, Texas (KXAN) - The Kerrville Police Department was called to Wal-Mart on Junction Highway for a shoplifter in custody the evening of Oct. 24. Two Kerrville men were arrested for stealing ski masks, air pistols, gloves, black shirts and spray paint. Police said Gregory Shupe, 20, and Jose Antonio Flores, 17, planned to use some of these items to disguise their identities in an armed robbery of the local Super S Food Store.
Flores said Shupe talked to him and another man about helping Shupe rob the grocery store on Halloween night and would receive a portion of the stolen money in return. Instead, Shupe convinced Flores to help him steal what they needed at Wal-Mart and then go rob the Super S later that same evening. Police said the third man did not help or participate in either crime but did corroborate Flores' details of Shupe's plan.
Both Flores and Shupe were charged with criminal conspiracy to commit aggravated robbery and theft, which carries a maximum fine of $500. The criminal conspiracy charge is a second-degree felony punishable by two- to 20 years in prison and a fine up to $10,000.
