AUSTIN (KXAN) - The Lower Colorado River Authority's board on Wednesday voted 10-5 to hold back water to the rice farmers downstream because of the prolonged drought.

The measure now goes to the Texas Commission on Environmental Quality for consideration.

Water levels in the Highland Lakes, including Lake Travis, have been well below normal for several months.
