NEW YORK CITY (KXAN) - San Antonio Mayor Julian Castro, considered a rising young star on the national political scene, used an appearance at NBC News' Education Nation Summit to tout his city's plan to improve early childhood education.

In a one-on-one interview with KXAN education reporter Erin Cargile in New York on Monday, Castro said the key is public investment. He is asking voters in his city to approve a small tax increase to fund pre-kindergarten programs.

"The research is very compelling that that's where you get the biggest bag for your buck, the biggest return on investment," Castro said. "In this word of limited resources ... the best place to put your money is with 3-year-olds and 4-year-olds."

For the third year in a row, NBC News is hosting a national Education Nation Summit in New York City. The three-day event will bring together more than 300 of the country's thought leaders in education, government, business, philanthropy and media.

The summit kicked off with a town hall meeting with Anchor Brian Williams Sunday afternoon. Find out more about the summit here.
