AUSTIN (KXAN) - Family, friends and neighbors watched Saturday night as homicide investigators tried to figure out who shot and killed 32-year-old Nicholas Jarmon.
Police patrolling in the area heard the shots and found Jarmon's body after 7 p.m. on East 13th Street
Witnesses said Jarmon was eating outside of his aunt's house when a car drove by and stopped. Friends believe a man Jarmon had an altercation with and agreed to fight fired out the car window. Jarmon was shot multiple times -- at least one of those shots was to the head.
"This could have been avoided," said Andrea Ellis, who was Jarmon's friend. "This violence needs to stop."
Other neighbors and family members were outside when the shooting occurred. No one else was injured.
At this time, police have no suspects in custody and will not confirm that the shooter was in the car. Chief Art Acevedo was at the scene but a polices pokesman said he happened to be in the area doing SXSW patrol.
Police cordoned off parts of Chicon Street and planned to be out investigating until at least midnight.
Jarmon, a father of one, was no stranger to police. In 2004, officers were chasing him, one on foot another in a patrol car,. The chase ended with the officer in the patrol car accidentally hitting her partner, Amy Donovan, who was on foot, and killing her.
Donovan was on foot chasing him when her rookie partner accidentally struck her with their patrol car.
Because of Donovan's death, APD changed its rookie policy so that two rookie officers are not working together.
In 2009, the Legislature considered enacting stronger penalties for those who run from police, but the measure did not pass.
